Disable Auto Arranging of Icons

I am seeking to know if there is a setting to prevent icons from being listed alphabetically automatically. You see, when I have an icon in a certain position, I quickly know where it is but when it gets auto arranged alphabetically whenever new icons are added or removed, I have to sift through the icons to find the icon of the application I am looking for.

The other issue is, under the Startup Apps in Windows, it says Portals has a high impact on system resources but if I actually go in the task manager, I see it is taking about 333MB of memory and CPU usage is hardly used so I am wondering why it is showing high impact.

You can change the sort order in the menu, see here:

As for windows showing it as High, I have no idea or control over that considering the low CPU and memory consumption.
