bug: re-enable aio-lib-events and aio-lib-web in e2e test suite

Description

aio-lib-events and aio-lib-web have been temporarily disabled in repositories.json because their upstream e2e tests are failing against current service behavior. Once the upstream fixes land, these repos should be re-enabled.

What to do

1. Remove "disabled": true and "disabledReason" from aio-lib-events in repositories.json
2. Remove "disabled": true and "disabledReason" from aio-lib-web in repositories.json
3. Trigger a manual workflow run to verify both pass

Dependencies (upstream fixes required first)

• bug: e2e publishEvent fails with 400 — missing CloudEvents specversion field aio-lib-events#80 — publishEvent needs specversion: '1.0' in CloudEvents payload
• bug: e2e undeploy test expects 404 but CDN now returns 200 aio-lib-web#235 — undeploy e2e test needs to account for CDN cache returning 200
