Should --list-rules merge in configuration localizations?

I have some rules tweaked in my configuration file. Many disabled while a few others have the level reduced from "Error" to "Warning".

Disabled rules are not output with --list-files however it seems that my defined level is not output. I'd think that perhaps the output should merge the localizations or perhaps have a column for the default level and the configured level. Thoughts?
