Support long CRD Names

What steps did you take:

I wanted to apply a CRD with long name.

What happened:

Expected change group name "change-groups.kapp.k14s.io/crds-fooooooooo.example.com-SomeLongCRDName...." to be a qualified name: name part must be no more than 63 bytes

What did you expect:

I expected, that this does not fail.

Environment:

• kapp version: v0.66.0

I switched to v0.65.1 and it works now.
