find a way to consume the internal pipeline released artifacts of dotnetup that are signed in a github action or otherwise that does a release using those artifacts and have a way to run the pipeline to create a new release - use .sha512 for linux signatures for now (may use gh cli)
Need to use a "namespace" in the title so we can filter to dotnetup releases. Consider whether the release should go in the sdk repo or something different like cli-lab.
