chore: upgrade all deps to latest, switch bundler from ncc to esbuild

- @actions/core 1.11.1 -> 3.0.0 (ESM-only)
- @actions/github 6.0.1 -> 9.1.0 (ESM-only)
- Replace @vercel/ncc with esbuild (ncc cannot resolve ESM-only exports)
- Rebuild dist
