Add admin-only 'Domain Push' (Instant Domain Transfer) between registrars in panel

Summary

Implement an admin-only "domain push" feature (also called instant domain transfer) that allows the registry admin to move a domain between registrars directly from the panel UI.

Requirements

• Visible and accessible only to registry admins in the admin panel.
• Should be clearly marked as non-compliant with ICANN policies (for transparency/clarity).
• Admin can transfer (push) domains instantly between registrars (without the usual transfer protocol/requests).

Notes

• Feature should not be accessible via public or registrar-facing APIs.
• Label/warning in UI: "Non-compliant with ICANN transfer policy – use for special cases only!"
• Audit trail/logging for each admin-initiated push/transfer event.

Motivation

Useful for internal testing, partner migration cases, or for situations where standard transfer flow cannot be used.
