Steps to reproduce

This is quite a hilarious bug:

1. Open the Start menu or notification area
2. Trigger Drag and Move

✔️ Expected Behavior

Both areas should stay in the same location

❌ Actual Behavior

Both areas move as if they were regular windows. Even more hilariously, they stay in their new positions until explorer is restarted.

Can also move other elements such as the Alt + Tab window, the Task View window, literally anything that looks like a popup can be moved.
