Module takes a vector of gvlids

It could be that a module, eg an rtd module, spans multiple gvlid's. A publisher should be able to set gvlMapping to a vector in this case

If an array is specified for a module either via its spec or via gvlMapping, all vendor ids will be checked and treated as essential

Proposal:

• everywhere a GVL ID is specified as a number (gvlMapping, but also module specs), allow an array of numbers as well
• update tcfControl so that when more than one GVL ID is associated with a module, activity controls pass only if all of them have consent
• update storageControl (and metadata) to handle multiple disclosure files tied to a single module.
