skill-improver requires unpublished plugin-dev plugin

The skill-improver plugin (v1.0.1) requires the plugin-dev plugin, which provides the skill-reviewer agent :( This dependency doesn't appear to be publicly available, it's not installable via /plugin, and the setup script searches only internal paths:

  ~/.claude/plugins/plugin-dev
  ~/.claude/plugins/cache/*/plugin-dev/*
  $CLAUDE_PLUGIN_ROOT/../plugin-dev

Sadly, without plugin-dev, the skill-improver has no reviewer to iterate against
