Text based UI for checks selection

What would you like to be added? 💡

Uno provides a large set of features useable by developers, but the default run of uno.check implies that all targets are always selected.

We need to provide a text-based menu (using spectre) that:

• Asks for the IDE to be used (vscode, rider, vs, other, none) based on the current platform
• Asks for the target development platforms (iOS, Android, Wasm, Web, Desktop) and properly skips checks based on the user choice.

This mode should only appear in interactive console, and when there are no flags specified on the CLI.

Why is this needed? 🤔

Less clutter on the developer's machine.

How does this target to store those configurations for the automatic execution from our Uno Platform Extensions in the IDE? E.g. Visual Studio ? 🚀

potential relevant Questions:

• Does this only replace/enhance the CLI Arguments we currently need to write all by hand on execution, or does this also allow storing this config?
  • Pro storing config would be for example:
    • [Visual Studio][Extension] Provide information in the "Update Uno.Sdk to ..."-Banner, if the new Uno.Sdk Version does not longer support the used NET Version and provide Option to limit update to latest supported Uno.Sdk Version! #504
  • If it should allow/implement storing this Config, which Scopes should/does this support?:

    • global maschine wide config -> AppData/Local Low/ ?

    • global, but maschine User scoped config ?

    • Repo/Solution scoped?

      • in global.json
      • .config/dotnet-tools.json -> and should this tool support automatically write/update those configurations from this UI?

    • or even possibly Project Scoped? -> xml tags?

      This would be very valuable in case of we have Library Project Solutions that might be using the Uno.Sdk:

      • may not include a UnoApp UI Project
      • This results currently in Uno Check runns all Checks automatically with the e.g. VS Extension:
        • one Project of this Solution contains netX.0 (e.g. just following the best practice and include Testing Projects, independant of using the Uno Templates Wizard / dotnet CLI or not)

This is only used for interactive execution. It does not use the current project's information at this time, but should be an interesting update for a future change.
