Support of https://learn.microsoft.com/en-us/dotnet/api/microsoft.visualstudio.testtools.unittesting.testmethodattribute.execute?view=visualstudiosdk-2019#microsoft-visualstudio-testtools-unittesting-testmethodattribute-execute

Why is this needed:

To remove specific attributes like https://github.com/unoplatform/uno/blob/master/src/Uno.UI.RuntimeTests/Helpers/ConditionalTestAttribute.cs

For which Platform:

• iOS
• Android
• WebAssembly
• WebAssembly renders for Xamarin.Forms
• Windows
• Build tasks
