Description of Changes

Metal implementation for #13631

Rationale behind Changes

Feature parity for Metal renderer

Suggested Testing Steps

  • Test things that were tested on GS/HW: Depth feedback loops and accurate AFAIL. #13631 on Metal
  • Make sure I didn't break depth feedback for other renderers (especially OpenGL since I just rebased over some changes to OGL depth feedback handling and might have missed something)

Did a dump run on dx11, didn't see anything broken, tho it showed 620 dumps changed.
GOW dump is fine on all renderers.
