This PR bumps `@solana-config/eslint` to `^0.2.3` and `@solana-config/prettier` to `0.1.2`. It also adds a `<8.59.0` upper bound to `@typescript-eslint/eslint-plugin` and `@typescript-eslint/parser` to avoid a regression in `no-unnecessary-type-assertion`'s 8.59.0 rewrite.
