This PR proposes the formation of a "Performance working group. The group is intended to drive performance improvements within the Django codebase, acting as subject-matter experts for Django contributors and the wider Django ecosystem.
This is an idea I've had floating around in my head for a while. It isn't necessarily a good idea, but best to get it written down for wider input.
