feat: added offer terms for pay monthly modal

Description

• Added OfferTerms component to display promotional offer content (headline, bullets, footer, "See terms" link) in the Pay Monthly XO modal
  • Updated LongTerm/Content.jsx to conditionally render OfferTerms based on offerExperimentId meta flag
  • Updated v2_long_term_xo.json with offerExperimentId flag and offerTerms content
  • Styled OfferTerms as a two-column layout (icon left, content right) in a light blue card
