reup spec000 & some linting [2026-04-15]

This PR:

• drops Python 3.11 support
  • [spec000] drop Python 3.11 support pysal#1437
• bumps oldest dependencies
• add a plus section to pyproject.toml for scikit-learn and numba
  • see numba not declared as an optional dependency - not tested against #163
• dedicated CI for numba
• so linting that slipped through the cracks?
• ⚠️ pre-commit will fail
  • F403 in __init__ – Should we be populating an __all__ as per the discussion in the last dev meeting?
  • edit -- I guess we never turned on pre-commit here yet...
• ⚠️ the numba envs are known failures right now
  • some numba-enhanced functionality failing tests #205
