path-to-regexp not actually updated to 0.1.13

High Severity

The PR's stated goal is to bump path-to-regexp to 0.1.13 to fix CVE-2026-4867, but the resolved node_modules/path-to-regexp entry in the lockfile still shows version 0.1.12. The express dependency specifier changed from "0.1.12" to "~0.1.12", which allows 0.1.13, but the lockfile wasn't regenerated to actually resolve it. The security vulnerability remains unpatched.
